Chères municipalités membres de l’AFMO,

L’AFMO désire vous convier à son premier caucus des maires francophones et francophiles de l’Ontario qui se tiendra le mardi 15 août 2017 de 8 h à 10 h 30 dans le salon des conseillers de l’hôtel de ville d’Ottawa. C’est avec beaucoup d’enthousiasme que nous aurons d’ailleurs le privilège d’avoir parmi nous plusieurs ministres, dont l’honorable Marie-France Lalonde, ministre des Affaires francophones.

Nous vous invitons donc à vous inscrire à l’événement et à réserver votre place sans tarder en consultant le lien vers la page d’inscription sur notre site Internet. Vous y trouverez également une version préliminaire de l’ordre du jour.

Le caucus des maires francophones et francophiles vise à arrimer le rôle du Bureau de la ministre des Affaires francophones de l’Ontario à la réalité municipale afin de favoriser le développement territorial de nos municipalités.

Le caucus des maires francophones et francophiles permettra aux maires, ou à leur représentant, de poser des questions, mais aussi d'aider le ministère des Affaires francophones de l'Ontario et la ministre Lalonde dans la recherche de solutions pouvant aider au maintien et encourager le développement de la francophonie en Ontario en soutenant diverses sphères d'activités des municipalités.

Le caucus des maires francophones et francophiles servira de plateforme d'échanges avec des membres du Conseil des ministres en vue de mieux faire connaître les réalités de chacun au niveau municipal en déterminant les besoins et en partageant le savoir municipal par sa francophonie afin de mieux outiller les municipalités ontariennes à développer leur territoire par la francophonie.

L’AFMO offre aux élus et cadres municipaux un forum et des services en français et agit en tant qu’intervenant et conseiller dans le domaine municipal. Elle a comme objectifs de : Servir de porte-parole des membres dans les dossiers d’intérêts communs;

Favoriser le développement et le perfectionnement professionnels des membres;

Servir de forum d’échange et de concertation pour les membres; Entretenir des liens avec les autres intervenants municipaux en Ontario et au Canada; Promouvoir et encourager l’utilisation de la langue française dans les affaires municipales; Promouvoir l’immigration francophone en Ontario et appuyer l’intégration des minorités raciales et ethnoculturelles au sein des collectivités francophones en Ontario.

Rappel du but, objectifs et fonctionnement du caucus des maires francophones et francophiles de l’Ontario

Le caucus des maires francophones et francophiles vise à arrimer le rôle du Bureau de la ministre aux Affaires francophones de l’Ontario à la réalité municipale afin de favoriser le développement territorial de nos municipalités.

Le caucus des maires francophones et francophiles permettra aux maires de poser des questions, mais aussi d'aider le ministère des Affaires francophones de l'Ontario et sa ministre dans la recherche de solutions pouvant aider au maintien et encourager le développement de la francophonie en Ontario en soutenant diverses sphères d'activités des municipalités. Le caucus des maires francophones et francophiles servira de plateforme d'échanges avec des membres du Conseil des ministres en vue de mieux faire connaître les réalités de chacun au niveau municipal en déterminant les besoins et en partageant le savoir municipal par sa francophonie afin de mieux outiller les municipalités ontariennes à développer leur territoire par la francophonie.

Les sujets qui seront abordés au caucus sont :

1. a. Élaborer des politiques et des programmes pour la prestation de services aux francophones de l'Ontario dans leur langue, le français;
2. b. Conseiller et commenter de manière constructive les divers ministères de l’Ontario sur tout ce qui touche les francophones et la prestation de services en français dans les municipalités;
3. c. Partager plus d'information du monde municipal avec le Ministère des affaires francophones afin de rassembler et conserver des renseignements sur la communauté francophone de l’Ontario;
4. d. Fournir des renseignements aux francophones de la province, aux autres Ontariennes ou Ontariens et aux divers ordres de gouvernement;
5. e. Faire la liaison entre les communautés francophones de l’Ontario et les ministères ou organismes gouvernementaux.

Format des rencontres : Discussions de deux heures (tour de table) sur trois questions majeures à être déterminées.

Objectifs de la première réunion du caucus des maires francophones et francophiles d’aujourd’hui :

1. 1. Dresser les bases du fonctionnement du caucus (pertinence, fréquence, etc.)
2. 2. Dresser une liste des priorités du caucus en ce qui a trait à :
   1. a. Démontrer l’importance de rapprocher les municipalités et les associations des municipalités et en lien avec les ministères - Explication de ce qui s’en vient
   2. b. Démontrer l’importance des services en français pour les municipalités membres de l’AFMO et les communautés francophones – c’est-à-dire faire comprendre le positionnement dans l’échiquier politique de la province de l’Ontario.
   3. c. Démontrer l’importance des municipalités de travailler ensemble à des projets / dossiers d’actualité municipale.

Dear Member Municipalities of the AFMO,

The AFMO is pleased to invite you to the first Francophone and Francophile Mayors’ Caucus of Ontario. The event will take place on Tuesday, August 15th, 2017, from 8 a.m. to 10:30 a.m., in the Councillors’ Lounge at Ottawa City Hall. We are also very excited to have the privilege of hosting several ministers, including the Honourable Marie-France Lalonde, Minister of Francophone Affairs.

We therefore request that you register for the event and reserve your place as soon as possible, by visiting the link to the registration page on our web site. You will also find a preliminary agenda posted on the site.

The Francophone and Francophile Mayors’ Caucus aims to help the Office of the Minister of Francophone Affairs of Ontario connect with municipal realities so it can better support the territorial development of our municipalities.

The Francophone and Francophile Mayors’ Caucus will give mayors, or their representatives, an opportunity to ask questions and discuss. It will also assist the Ontario Ministry of Francophone Affairs and Minister Lalonde as they seek out solutions that will help sustain and encourage the development of Ontario’s Francophone communities, through support for various spheres of municipal activity.

The Francophone and Francophile Mayors’ Caucus will serve as a forum where members can share ideas with cabinet ministers, thereby increasing awareness of the different realities faced by those working at the municipal level. By identifying needs and sharing municipal knowledge within the provincial ‘’Francophonie’’, it will be possible to better equip Ontario’s municipalities as they pursue territorial development in a Francophone context.

AFMO provides French-speaking elected municipal officers and directors a public forum and relevant services in French, and acts as representative and advisor to ministries and organizations related to municipal affairs in Ontario. AFMO’s objectives are: To act as a representative for members in matters of common interest; Foster professional development and ongoing training of its members; Serve as a forum for sharing information and opinions by its members; Liaison with other municipal stakeholders in Ontario and throughout Canada; Promote and encourage the use of French in municipal affairs; Promote the immigration of Francophones to Ontario and support the integration of racial and ethno-cultural minorities within various Francophone communities in Ontario.

Reminder of the Purpose, Objectives and Logistics of the Francophone and Francophile Mayors’ Caucus

The Francophone and Francophile Mayors’ Caucus aims to help the Office of the Minister of Francophone Affairs of Ontario connect with municipal realities so it can better support the territorial development of our municipalities.

The Francophone and Francophile Mayors’ Caucus will give mayors an opportunity to ask questions. It will also assist the Ontario Ministry of Francophone Affairs and the Minister as they seek out solutions that will help sustain and encourage the development of Ontario’s Francophone communities, through support for various spheres of municipal activity. The Mayors’ Caucus will serve as a forum where members can exchange ideas with cabinet ministers, thereby increasing awareness of the different realities faced by those working at the municipal level. By identifying needs and sharing municipal knowledge within the provincial ‘‘Francophonie’’, it will be possible to better equip Ontario’s municipalities as they pursue territorial development in a Francophone context.

Topics to be addressed by the Caucus:

1. a. Developing policies and programs for the delivery of services to the Francophones of Ontario in their own language: French.
2. b. Making recommendations and providing constructive comments to various ministries of Ontario in relation to Francophone affairs and the delivery of French language services within municipalities.
3. c. Sharing more information from the municipal level with the Ministry of Francophone Affairs, thereby helping compile and maintain information on the Francophone community of Ontario.
4. d. Provide information to the province’s Francophones, to other Ontarians and to the various levels of government.
5. e. Act as a liaison between Ontario’s Francophone communities and government ministries or agencies.

Meeting format: Two-hour discussions (roundtable) on three major questions to be determined.

Objectives for today’s first meeting of the Francophone and Francophile Mayors’ Caucus:

1. 1. Establish basic logistics for Caucus meetings (relevance, frequency, etc.).
2. 2. Prepare a list of the Caucus’ priorities in the following areas:
   1. a. Demonstrating the importance of encouraging closer collaboration between municipalities and their associations, and with provincial ministries —Explanation of what is coming up.
   2. b. Demonstrating the importance of French language services for member municipalities of the AFMO and for Francophone communities — in other words, to determine how to position the issue within the provincial political arena.
   3. c. Demonstrating the importance of having municipalities work together on projects / current municipal issues.
